Elaboration of a Catalogue of Flood Protection Measures (Structural and Non-Structural)
In order to prepare the Flood Risk Management Plans (FRMP), the Institute for Water of the Republic of Slovenia has created a draft catalogue of structural and non-structural flood protection measures. Considering the provided starting points and task contents, the main objectives of this task are as follows:
- Determining measures for flood risk control and thereby reducing the damaging effects on health, people, the environment, cultural heritage and economic activities
- Determining measures in compliance with the objectives of the Flood, Water Framework and the Marine Directives
- Reviewing and verifying the proposed measures in collaboration with experts from various fields (spatial planning, torrent regulation, protection and rescue)
In order to determine the measures for flood risk control and thereby reduce the damaging effects on health, people, the environment, cultural heritage and economic activities, a generic list of measures was created that will be applied during preparation of the FRMP with respect to the issues and specific characteristics of the given area, field status and the set objectives for mitigating flood risk.
Each measure features a brief description, including its essential characteristics, their relation to one of the four flood risk protection objectives and its general relation to the Water Framework Directive. The Catalogue proposes 20 structural and non-structural flood protection measures, which have been developed during the implementation of our task and then supplemented with comments, proposals and conclusions after the public presentation carried out by the IWRS in May 2015 and in line with the comments and guidelines of the Client.
